His comprehensive proven track record in the Academic world in conjunction with real-life experience working with experts from all ranks and backgrounds make him a great promoter of a networking based vision.
In addition to didactic activities, Florin is the manager of various partnerships between the academic environment and the economic sector leveraging his connections to facilitate the insertion of graduates in the labor market helping this way enable the most important cluster prerogatives : a highly specialized Romanian workforce and innovation.
Paul Burlacu - Eng.D Professor
Paul Burlacu holds a Doctoral Degree in Electrical Engineering and Computer Science with strong knowledge and competences in software programming and Internet cloud interaction. This rare skills in conjunction with an extensive Maritime Industry experience place him at the forefront of naval research and innovation.
Besides the research activity, Paul heads the Engineering Department at the Naval Academy, position that gives him important prerogatives in relation with other Naval Institutions. This is a stepping stone in the process of cluster development, because of the connections being made between people involved and the results emerged from their collaboration. Paul combines a strict perspective with a personal and straightforward style to break down issues and find the best solution every time.
Ovidiu Acomi, MBA - Marine Manager
With marine and nautical engineering degrees, maritime safety master’s degree and an Oil&Gas management MBA in the UK, Ovidiu Acomi gradually moved from ship maintenance and operation into asset management roles in the offshore Oil&Gas sector.
Following which, Ovidiu moved in London and carried out accident investigations and consulting on behalf of Hull & Machinery Underwriters, P&I clubs, owners, managers, charterers and shipyards. His work has assisted for London Arbitration and High Court litigations. While in London, Ovidiu gained recognition as Chartered Manager, Chartered Engineer, Project Management Professional and Asset Management Professional.
Since 2017, Ovidiu has dedicated to developing people and organizations. He taught professional and academic courses, carried out international EFQM assessments, managed various projects and consulted SMEs. Ovidiu is also a keynote speaker, mentor and executive coach.
Relu Afloarei ChEng - Principal Surveyor
Relu Afloarei, is a Science graduate in Naval Electromechanics. He gained, since 1986 when he started his journey, extensive experience in the Maritime Industry with both offshore and onshore roles.
After a rewarding career sailing all ranks, up to and including Chief Engineer, with some of the most dynamic Shipping Companies in the world, Relu joined Germanischer Lloyd in 2008 as a Trainee Surveyor.
Since then, he gradually moved up the ladder reaching Principal Surveyor with DNV GL in 2014 and gaining considerable experience in the construction, operation, management and maintenance of a group of ships (Container Vessels, Oil and LPG Tankers) also as Technical Superintendent
Offering comprehensive surveying and consultancy services, Relu helps clients by quantifying damage and repairs, helping to settle liability disputes and claims.
Capt.Claudiu Stratulat - Head of Port Ops.
Capt. Claudiu Stratulat MSc. has a wealth of knowledge and experience. His continuous progress from Operational Officer on board Product Tankers, all the way to Head of Port Operations Safety & Security Department, was based on a life-long learning process, that he now inspires to the young generation as a Chief Instructor on matters of Marine and Offshore Operations.
Mr. Stratulat has successfully overcome all challenges presented by his time spent as Master Mariner, Barge Master, Offshore Installation Manager, Rig Mover and Head of Port Operations responsible for all Black Sea Ports. Driven by his open attitude and great experience, he agreed to work with Romcrew towards our common goals: a specialized Romanian workforce represented with succes at the highest possible level and innovation in the European Maritime Business Sector.
Dan Potrocea, MNI - PhD Training Expert
Dan Potrocea has a wide and varied academic and professional expertise, with a strong profile, defined by operational, teaching and research competencies. He has sailed in rank as Chief Engineer from 1994 to 2001 on a variety of vessel types. Since 2001, Mr. Potrocea is active in a position of great responsibility as Senior Maritime Training Expert at Ceronav, Romanian Maritime Training Center.
In matter of academic qualifications, he has been awarded with a PhD in Mechanical Engineering by the Romanian Technical Academy and the Maritime University of Constanta. Dan Potrocea published more than 10 books and papers as author and coauthor and is teaching the next generation of maritime students. His international professional experience is completed by 2 invention patents in the engineering field with impact on heat exchangers. This improvements developed functionality for various systems.
Traian Brailoiu - Head of IT
From concentrated to large objectives, covering design, programming, implement and service – on one side, or business development – on another side, Traian Brailoiu spearheaded activity in various multinational companies as IT Director.
Traian is also an experienced Independent Consultant, used to the European Business Environment with emphasis on implementing ERP's ( Enterprise Resource Planning ), CRM's (Customer Relationship Management), Oracle & MySQL, and customized software solutions.
Catalin Popa - PhD Senior Economist
Catalin Popa has a wide and varied academic and professional expertise, with a strong profile, defined by teaching, research and business consultancy competencies.
As international records in teaching and training, Mr. Popa has taught different courses abroad on Erasmus+ program exchanges and also to Higher Colleges of Technology (UAE) in period of 2014-2015 as visiting professor, deepening his expertise in teaching and training in area of maritime business, logistics and project management. At the moment he is appointed as Provost for Programs and International Relations in Naval Academy.
In matter of academic qualifications, he has been awarded with a PhD in Economics with Romanian Academy of Sciences, and the master degree studies have been graduated with the Naval Academy in the major of naval and port business administration.
His international professional experience is completed by the time spent in the Organization for Security and Co-operation in Europe (OSCE) as Senior Economist, in several NATO projects involvement and in two international cultural projects as finance/logistic specialist. As business consultant he has provided consultancy services based on part time contracts, to different significant companies on local or regional level being familiar with business environment,and law practices.
Romeo Bosneagu - PhD Naval Engineer
Romeo Boşneagu PhD, (Navy Captain retired), naval engineer with MSc. in Naval Engineering, and PhD in Geography at University of Bucharest, 2004.
Professor at Tomis University Constanta and Associate Professor at Naval Academy of Constanta. A long career in the Romanian Navy, and in the maritime higher education, with more than 27 years active presence as professor.
Chief of the Romanian Maritime Hydrographic Directorate, between 2007-2010. Teaching activity in the field of navigation, ship management, meteorology, climatology, environmental protection, and maritime geography.
Romeo Bosneagu PhD participated in more then 11 national and international contracts, grants and research projects, as director, scientific researcher and expert.
